Removes a question from a survey along with its translations, its generated recordings and every answer callers have given it. Those answers are deleted and cannot be recovered. Recording cleanup failures are tolerated and do not fail the request. The remaining questions are not renumbered and the call routing is not republished here, so renumber with question_order if the gap matters.
