Returns a temporary signed URL for a survey recording, set to play in the browser rather than download. The URL expires 900 seconds after it is issued and expires_at is that moment as Unix epoch milliseconds, so request a fresh URL instead of storing this one. A recording that does not exist or fails validation comes back as 500 rather than 404 or 400.
